This is the value, as at the relevant date, of the outstanding claims provision (OCP) liability, net of any recovery assets that relate to the gross OCP (including reinsurance recoveries, GST recoveries and other recoveries).  Assets and liabilities are as determined in accordance with relevant Accounting Standards.
